Kosova, 14. yuzyildan itibaren Tiirkfe’nin resmi dil olarak kullamldigi bir
cografya olmu§tur. 1912 yilmda Osmanli idaresinin bolgeden fekilmesinden sonra
Turkje resmiyetten kaldinlmi§, 1951 yilma kadar Tiirklerin ve Turkfe’nin varligi
yadsmmi§tir. Qikartilan yasal diizenlemelerle .birlikte Kosova’da Tiirkfe’nin
resmiyeti ve buna bagli olarak Tiirk toplumunun haklari geri iade edilmi§tir. Tiirkge
devlet dili olarak Arnavutfa ve SirpQa’yla birlikte yerel ve merkezi devlet duzeyinde,
e§it bir bifimde kullamlnu§tir. 1999 yilmdan itibaren Birle§mi§ Milletlerin Gefici
Yonetimi altina giren Kosova’da Tiirk^e resmiyetten kaldirilmi§, yerine ingilizce
resmi dil olarak yururliige konmu§tur. Daha sonralan fikartilan yasal diizenlemelerle
Turk^enin resmiyeti devlet diizeyinden yerel yonetimlere indirgenmi§tir. Ancak bu
yetersiz telafi giri§imlerle yerel yonetimlerin insafina birakilan Tiirkge resmiyetinin
uygulanmamasi, Tiirk toplumunda bir^ok sorunlarm ortaya fikmasma sebep
olmu^tur. Dolayisiyla bu makalemizde Kosova Turklerinin Tiirk Dilinin resmiyetine
bagli toplumsal sorunlari incelenecektir.
Kosovo has been a geographical region where Turkish is used officially since
the 14th century. In 1912 Turkish language officiality has been abolished after the
withdrawal of the Ottoman rule from the territory, and the existance o f Turks and
Turkish language has been denied until 1951. At the end of some legislative
regulations in Kosovo the officiality of Turkish language and related to it the rights
of Turkish community have been returned. Turkish was used officially as Albanian
and Serbian languages in local and central governmental levels. In 1999 the
officiality o f Turkish language was annulated and English was enforced as an official
language. By the time the officiality of Turkish language has been reduced to local
administrative levels by the legislative regulations. Whereas, the inadequate
compensation attempts and the reduction to local administration levels, accompanied
by no implementation in practice resulted in many social problems among the Turks. Therefore, in this paper, the social problems of Kosovan Turks related to the
officiality of Turkish language will be analysed.
