KOSOVA CUMHURİYETİ’NDE TÜRKÇE EĞİTİM VERİLEN İLKOKULLARDA TARİH DERSİ ÖĞRETİM PROGRAMLARINDA TÜRK (ULUSAL) TARİHİNİN YERİ VE ÖNEMİ ÜZERİNE BİR ANALİZ

Abstract
Kosova Balkan Yarımadası’nın merkezinde, Türk dünyasının en
güneybatı ucunda yer alan küçük (10.908 km2) bir Avrupa ülkesidir.
Kosova’da Türkçe eğitim Osmanlı Devleti’nin kesin olarak bu ülkeyi
Fatih Sultan II. Mehmet fethetmesiyle başlamıştır. Kosova’da Türkçe
eğitim başlangıçta Osmanlı Devleti eğitim ve öğretim sistemi içinde gelişmiştir
(1455-1912). Osmanlı Devleti’nin Kosova’dan çekilmesiyle
Türkçe eğitim 1912-1951 yılları döneminde 39 yıl kesintiye uğramış ve
daha sonra (1951’den 1999 yılına kadar) Yugoslavya ve 1999 yılından
bugüne kadar Kosova eğitim sisteminin ayrılmaz bir parçası olmuştur.
Bu çalışmanın giriş bölümünde tarih boyunca Kosova’da Türkçe eğitimde
tarih dersi öğretim programlarına kısaca değinilecektir.
Bu çalışmanın gelişme bölümünde ise Kosova’da ulusal azınlık
toplulukların ulusal tarihine ait yasal çerçeve, Türkçe eğitim öğretim
yapılan ilkokul ve lise eğitim kurumlarında öğrenci durumu ve ilkokullarda
tarih dersinin haftalık çizelgesi ve özellikleri belirtilecektir. Çalışma
2018/19 öğretim yılında uygulanmaya başlayan yeni tarih dersi
öğretim programında hangi yaklaşımlara önem verildiğine değinilecek,
Türk (ulusal) tarihine ne kadar yer verildiği analiz edilecek ve önemi
tespit edilecektir. Çalışma, sonuç ve öneriler bölümü ile son bulacaktır.

Abstract
Kosovo is a small (10,908 km2) European country located at the
center of Balkan Peninsula as the most southwestern point of Turkish
world. Turkish education in Kosovo was introduced after Ottoman Empire
during the reign of Fatih Sultan Mehmed the Second conquered the
country. Turkish Education in Kosovo was initially developed within
the education system of the Ottoman Empire (1455 - 1912), after the
withdrawal of Ottoman Empire from Kosovo, Turkish education was
interrupted for 39 years between 1912 and 1951 and later (from 1951
to 1999) it has been has been an integral part of the education system of
Yugoslavia and lastly of Kosovo since 1999.The introductory part of
this study will briefly touch upon the history course programs in Turkish
education in Kosovo throughout the history.
Second part of this study will focus on the legal framework for national
history course of national minority communities in Kosovo, the
situation of students in primary and high schools that offer education in
Turkish language and the weekly schedule and specifics of the history
course in primary schools. The study will touch to analyze and identify
which approaches have been placed and importance within the new history
course teaching program introduced during the 2018/19 academic
year as well as the level of inclusion of Turkish (national) history.
